There’s always gonna be these people knowingly breaking the law if they can easily afford the fines. Do you think she would keep driving without her seat belt and smoking wherever she pleases if she was fined say 10% of her yearly income every time she was caught?
You’re only putting yourself in harms way until you fly through your windshield. Then you’re putting yourself in everyone else’s way.
And idiots going to the ER because they didn’t wear their seat belts just raise premiums for the rest of us (or increase the tax burden in countries with socialized Healthcare)
